No, that is a False Email, sent from a false source, it is a phishing scam, created by some hacker, who thinks that you are gullible, don’t worry about it, and ignore it.
I got one today talking about some sort of account upgrade, but the fact is, Hotmail will never ask for your Information for your account, as they already have it.
